The Southwest Bank of Sberbank of Russia, with the participation of Race Communications, opened the Center for Strategic Studies at the Russian State University.

On June 29, 2004, the Regional Center for Strategic Research and Forecasting (hereinafter RCSI) was opened in a solemn ceremony at Rostov State University. This is a completely new structural unit of the North Caucasus Research Institute of Economic and Social Problems of the Russian State University, created with the participation of the Southwest Bank of Sberbank of the Russian Federation, the company "Race Communication" and the support of the Ministry of Economy, Trade, International and Foreign Economic Relations of the Rostov region in order to conduct applied research and development in the field of strategic problems of socio-economic development of the regions South of Russia.

RCSI unites within temporary creative teams of researchers and specialists professionally engaged in strategic research in the South of Russia and works in close contact and interaction with the joint Laboratory of regional Forecasting of the North Caucasus Research Institute of Economic and Social Problems of the Russian State University and the Institute of National Economic Forecasting of the Russian Academy of Sciences.

The Director of the RCSI is the Chairman of the South-Western Bank of Sberbank of the Russian Federation, Candidate of Economics S.V. Kugaev. Scientific supervisor - Director of the North Caucasus Research Institute of Economic and Social Problems of the Russian State University (hereinafter SCNIIEiSP), Doctor of Economics, Professor V.N. Ovchinnikov.

Among the main tasks of the RCSI are the development of long-term scenarios for the socio-economic development of the regions of the South of Russia, strategic forecasts for the development of the region based on models of intersectoral balance, geoinformation technologies, scenario forecasting methods, as well as participation in the evaluation of major regional investment projects. The RCSI will monitor indicators of economic, food, environmental and technological security of the regions, make a rating of investment attractiveness and investment potential of the region and sub-regional structures.

6 doctors and more than 10 candidates of sciences participate in the work of the RCSI.RCSI, with the assistance of the South-Western Bank of Sberbank of the Russian Federation and its long-time business partner, Race-Communication, is equipped with modern information and technical equipment for conducting major strategic studies, as well as a database on the socio-economic development of the regions of the Southern Federal District.

The opening ceremony was attended by the Chairman of the Federal Security Service of the Russian Federation, Candidate of Economics S.V.Kugaev, his first Deputy, Doctor of Economics A.V.Kaltyrin, First Vice-Rector of the Russian State University, Doctor of Sciences, Professor A.I.Narezhny, Director of the SCNIIEiSP, Doctor of Economics, Professor V.N.Ovchinnikov, First Deputy General Director of the company "Race-Communication" A.A.Vtorygin, representative of the Rostov-on-Don administration A.N.Ivannikova and other officials.
